男,1956年出生于黑龙江省,80年代初留学朝鲜金日成综合大学,2000年后在韩国江南大学读MBA。曾任文化部对外文化联络局亚洲处处长,中国驻朝、韩大使馆文化参赞兼首尔文化中心主任,世界汉字艺术研究院副院长,及韩国三星SDS公司高级顾问。一直致力于中华民族文化的宣扬和传播,并以其丰富的活动内容,新颖的互动形式,得到了中、韩各界人士的高度评价,成为中国驻海外各文化中心活学习和借鉴的楷模,使"汉风"在韩国成为中韩文化交流史上一道亮丽的风景线。

1928年11月出生,山东沂水人。中共党员。毕业于华东军政大学。任西安铁路电务技工学校离休干部。中华诗词学会会员,中国铁路老战士协会会员,陕西诗词学会理事,副秘书长,《陕西诗词》编委,秦风诗词学会副会长,陕西老年大学书法系主任。朱英杰毕业于华东军政大学。是抗日战争时期的老战士。原西安铁路信号工厂工会主席、西安铁路电务技校第一任书记。1989年离休(司局级)。掀开他的人生档案,熠熠生辉,在每一岗位上都洒下了辛勤的汗水,留下了深深的足迹。如今他虽离休,但不"解甲",离休,他视为人生旅途中的驿站,在事业上犹如绿茵场上的一名隧员,依然奋力拼搏,用一片真情续写他的人生。一分耕耘,一分收获。朱老多年来用心血酿制的精神产品已惠及人们。书法、诗词、著文立说都见功底,他的书法作品在老年大学和铁路西北片参展并多次获奖,部分被收入《陕西铁路书法作品选》和《陕西老年诗词书法选》。其中一幅《魁星点斗》作品颇具神韵,如诗似画,翰墨飘香,被收入《当代书画名家精英大典》及多种书画报刊上发表,获精英奖,并送开封翰园碑林刻石。诗词作品连绵不断地在《秦风》、《陕西诗词》、《晚霞》、《金秋》、《中华诗魂》、《万家诗》、《华夏吟友》等刊物上发表,有的被选入《当代诗词家大词典》和《近五十年寰球汉诗精选》至今朱老发表的诗词作品已200余首。精选的佳作已编入集体结集的《春泥编》、《秦风诗词钞》以及《中国铁路诗词选》中,分别由陕西人民教育出版社和中国铁道出版社出版发行。他的书法、诗词作品如此,他的多篇论著更具有较高理论研究参考和实际应用价值。如陕西老年大学五年校庆时,他热情洋溢地写了《探索学为结合,以学促为的路子》的长篇论文,在《陕西老年学通讯》(1991年,第3期)上发表后,引起广泛重视,随后又编入《老年大学的教与学》中,由陕西人民教育出版社出版发行。特别是在1986年,他根据《人民日报》发表的评论员文章--"老同志的新课题"写出了《在新课题面前》一文,受到省领导的重视,被推荐发表在1987年1月27日的《陕西老年报》上。他是这样写,也是这样做的。此后,这篇力作被选入《世界学术文库》(中国言实出版社出版,1999.9)。另创作有新诗、散文、山东快书等,其中《军魂颂》、《延安颂》均获奖励。事迹被收入《中国当代艺术界名人录》(第四卷)和《中华人物辞海》(当代文化卷)。
